"INTERNATIONAL FREIGHT FORWARDERS’ DAY 2006" IN ODESSA


On 30-31 May "International freight forwarders’ day 2006” started in Odessa. It was the logical step for the implementation of Ukrainian law “On complex program of approval of Ukraine as transit state in 2002-2010 " and the program for development of national network of international transport corridors in 2006 – 2010, approved by the Ukrainian Cabinet of Ministers in April 2006.

"The International freight forwarders’ day 2006 ” was held under the support of International Federation of Freight Forwarding Associations (FIATA), under the support of Ukrainian Cabinet of Ministers, Ministry of Transport and Communications of Ukraine, European Association of Forwarding, Transport and Logistics services (CLECAT), on the initiative of “PLASKE” JSC and with the participation of Association of Transport and Freight Forwarding Organizations of Ukraine "UKRVNESHTRANS" and " European Association of Ukrainian Transport Companies ".

The credibility of "International freight forwarders’ day" was approved by presence of Manfred Boes, the president of International Federation of Freight Forwarding Associations FIATA; Alberto Petrozzi, Director General of Italian Freight Forwarding Association; Ivan Petrov, president of Bulgarian National Freight Forwarding Association; Tomas Sim, second deputy president of Singapore Accusation of Logistics; Tatiana Polianovskaya, director of Centre of Advanced Training of Russian Freight Forwarding Association; Zubaida Alieva, chairman of Commission for cargo traffic, Organisation for Cooperation of Railways OSJD; Alexandr Fedorov, deputy chairman of Customs Service of Ukraine; Grigoriy Legonkiy, director of department for development and coordination of transport and communication systems , Ministry of transport and communications ; Evgeniy Novikov, director of Association of Transport and Freight Forwarding Associations of Ukraine "UKRVNESHTRANS"; Viktor Kushniruk, director of Ukrainian State Center of Transport Services "LISKI" and others.

The “International Freight forwarders’ day 2006" was attended by 115 representatives of transport and freight forwarding field more than from 15 states, including Belgium, Bulgaria, Hungary, Netherlands, Germany, Holland, Italy, Kazakhstan, Pakistan, Poland, Russia, Singapore, Turkey, Ukraine, Switzerland and Estonia.

The choice of Odessa as venue of “International freight forwarders’ day 2006" is not casual. Odessa region is located on the crossing of several international transport corridors. There are eight sea ports on its territory (Odessa, Yuzhniy, Ilyichevsk, Belgorod-Dnestrovskiy, Izmail, Kiliya, Ust-Dunaysk and Reni), as well as exit to Danube, which connects Odessa region with Western Europe. Odessa railway also is of great importance, as it takes leading position in transport service of south-western region of the country and provides transport and economical connections with more than70 states in the world. There is also Odessa international Airport, which connects Ukraine with dozens of airports in Europe, Mediterranean states and Pacific Rim. When choosing the venue of “International freight forwarding day”, the following historical factor spoke in favour of Odessa. Namely here, on 17 February 1992 12 transport and freight forwarding enterprises of former “Soyuzvneshtrans” , Ministry of Foreign Trade USSR, made decision to create the Association of transport and freight forwarding organizations of Ukraine "UKRVNESHTRANS".

Immediate preparation for “International freight forwarders’ day 2006” was carried out by the collective JSC “PLASKE” and the event steering committee, who executed large and laborious work on its arrangement and carrying out. "PLASKE" JSC has been working at international freight forwarding market since 1998. During these years the organization proved itself to be the professional in complex services of transport and freight forwarding, transport and tourist and informational and consulting agent.

JSK "PLASKE" is a brand, which symbolizes professionalism, precision and stability. Its mission is reflected in corporative motto "Just in Time ". The corporative policy is aimed at constant improvement of service quality, constant increase of knowledge and vocational training of personnel, as well as improvement of informational system, improvement of system of social relations and management system. JSC"PLASKE" is the member of many Ukrainian and international non-governmental organizations, including International Federation of Freight Forwarding Associations (FIATA), Association "UKRVNESHTRANS", “European Association of Ukrainian Transport Companies" (ЕAUTC), Association of International Freight Forwarders of Ukraine (AIFFU).

The culture program was very important in “International freight forwarders’ day 2006”. The delegates and guests got possibility to get acquainted with historical monuments of Odessa, to see the streets and building, connected with the lives and work of famous writers and poets - А.Pushkin, N.Gogol, V.Korolenko, I.Bunin, A.Mitskevich, I.Babel, Sholom-Aleikhem, V.Kataev and many others. The Odessa cognac factory, the oldest in Ukraine, opened its door before them. Since the end of XIX century the factory was owned by Shustovs family - the largest wine manufacturers and wine merchants of Russian Empire, suppliers of the Imperial Household. Their wine, vodka, punch, fruit liquors were sold in Moscow, Yerevan and Chisinau. The sign boards "Shustov Cognac” could be seen everywhere: from the house fronts till the tram-cars and horse-drown trams. Their glorious traditions are being continued today as well. On the 30th May within the framework of "International freight forwarders’ day 2006" a meeting of representatives of vocational training centers for freight forwarders, customs brokers, cargo and transport agents took place.

In his opening speech to the participants of "International freight forwarders’ day" Markus Shoeni, FIATA manager, said that he is pleased to see in the hall the professionals of high level, people, who make the Ukrainian freight forwarding market. The presentations were done by Tomas Sim, the second deputy president of Singapore Association of Logistics ("International vocational training for freight forwarders "), Markus Shoeni, FIATA manager ("International vocational training for freight forwarders FIATA"), Evgeniy Novikov, Director General Association “UKRVNESHTRANS” ("Vocational training FIATA/UKRVNESHTRANS"), Ivan Petrov, president of Bulgarian Association of Freight Forwarders ("Vocational training of international freight forwarders of Bulgarian Association "), Tatiana Poliyanova, director of Advanced Training Center of Russian Freight Forwarding Association ("Vocational training FIATA/ Russia"), Alberto Petrozzi, Director General, Italian Freight Forwarding Association ("Vocational training FIATA/ Italy") etc.

On 31 May according to the program of “International freight forwarders’ day 2006" the conference "Role of transport corridors in the in the process of integration of Ukraine into EU and WTO" took place. The following persons made their presentations: Alexey Stelmakh, the specialist on development of transport and road complex and its infrastructure, Department of industrial policy, Secretariat of Ukrainian Cabinet of Ministers ("Perspectives of ITC development in Ukraine for the period 2006-2010 "); Grigoriy Legenkiy, director of Department for development and coordination of transport systems, Ministry of Transport and Communications of Ukraine ("Development of transport corridors in Ukraine ");Anatoliy Pavlov, Head of Kiev Center for advanced training and Vocational training of personnel, State Customs Service of Ukraine ("The specific of goods’ and transport vehicles’ passage through Ukrainian border and perspectives of simplifying of customs formalities "); Pavel Gaidai, deputy director on marketing and logistics, Ukrainian State Center of Transport Services "LISKI" ("Role of combined traffic in the network of international transport corridors "), Ivan Khromchak, president of Association "European Association of Ukrainian Transport Companies" (“Propositions on improvement of transport and freight forwarding activity") etc.

Within the framework of conference "Role of transport corridors in the integration of Ukraine in EU and WTO" the State Customs Service of Ukraine and Association of Transport and Freight Forwarding Organizations of Ukraine "UKRVNESHTRANS" concluded the Agreement, aimed at development of cooperation in the simplifying of customs procedures and creation of effective mechanism of its implementation. Here we speak about joint activity in the development and assessment of regulatory and legal framework, which regulate the freight forwarding activity in Ukraine. The Agreement also specifies the development of joint program on studying and implementation of international standards, which regulate foreign economical activity of freight forwarders into the Ukrainian legislation. It is provided, that during the joint meetings of State Customs Service of Ukraine and association "UKRVNESHTRANS" the items of simplifying of trade procedures will be discussed, with regards to new logistics principles, as well as management of supply chains, "Single Window", electronic transactions etc. The Parties intend to pay special attention to further improvement of national strategies of Ukrainian transport potential development, use of different ways of transport support (such as Convention on the International Transport of Goods Under Cover of TIR Carnets) etc.

In the evening that day in concert and entertainment complex "PALLADIUM" the full-dress function dedicated to 80th Anniversary of FIATA took place. The president of this organization Manfred Boes made unexpected announcement. According to his words, he cancelled his trip to Washington and went to Odessa, as the date of “International freight forwarders’ day2006” coincided with FIATA birthday. Just to remind, that 80 years ago, namely 31 May 1926, in Vienna (Austria) 16 national and regional freight forwarding associations of several European states created the International Federation of Freight Forwarding Associations. Its name is the derivation from French “Federation Internationale des Associations de Transitaires et Аssimiles".

Speaking about that time, Manfred Boes informed, that during the high meeting in Vienna the regional freight forwarding association from Lvov was present, which was the part of Poland at that time. Therefore, on his opinion, Ukraine could also be considered as one of FIATA organizers.

In ceremonial atmosphere, on the stages of cultural and recreational center "PALLADIUM" the chairman of Committee on vocational training of International federation of freight forwarding associations (FIATA) Tomas Sim and Director General JSC "PLASKE" Ivan Liptiga handed the FIATA diplomas to the first class of “UKRVNESHTRANS" courses on transport freight forwarding.

"International freight forwarders’ day 2006" finished. The main difference from previous events is the intension, fullness and sharpness of discussed questions at all its meetings. The participation of representatives of Ukrainian Cabinet of Ministers, Ukrainian Ministry of Transport, Ukrainian Ministry of Economy, State Customs Service of Ukraine and other official personages of first rank in its work shows not only high importance of event for national and world freight forwarding society, but also launching of dialogue between Ukrainian authorities and business.
